Billy E. Carter, a life-long resident of Richmond County, entered into eternal rest on September 21, 2026. He was 82 years old. 

Billy was preceded in death by his adored mother, Nettie Elease Carter, and a sister, Jackie Poole. He is survived by his beloved wife of 43 years, Beverly Carter; his children, Tab Carter and Tracy (Tammy) Carter, his sisters, Betty(Alan)Hanson and Mary Carter; his cherished grandchildren, Chase (Katie) Carter, Seth Carter, Nathan Suggs, Camryn Cook, Timothy Cook, Shelby Watkins and Samantha Schweitzer; his great granddaughter, Collins Carter; and his stepchildren, Rocky (Christy) Cook and Ryan (Debbie) Cook.

Billy retired from the Richmond County Sheriff's Department in 1996 after 28 years of proud service to his community. He rose in the ranks from a Private to that of Major during his tenure and led the RCSD Road Patrol at the time of his retirement. His son and two of his grandchildren have, and continue his legacy in law enforcement. In his retirement, Major Carter became known simply as Poppa, the title that he held most dear. He will be remembered for his deep love for his family and his service to his community.

His homegoing services will be held at 2:00 PM on Thursday, September 24, 2026 in the chapel of Thomas L. King Funeral Home on Davis Road. The family will receive friends one hour before the service from 1:00 until 2:00 PM.
